Bob Arum is seeking a 'full and complete inquiry' from the Nevada attorney general's office into the Manny Pacquiao-Timothy Bradley result.
The latter was handed victory by split decision on Saturday night despite the vast majority believing Pacquiao had won by a wide margin.
Arum, who promotes both fighters, said he wanted an investigation into the judges' decisions and that a rematch could not take place without one.
"The public has a right to know," Arum said. "The fighters have a right to know.
"The only way to restore fans' confidence in boxing is by letting an independent body investigate every detail of the fight no matter how big or small."
Judge Jerry Roth scored the bout 115-113 for Pacquiao, while C.J. Ross and Duane Ford both saw it 115-113 for Bradley with the latter pair giving the American five of the last six rounds.
