Kaia Kanepi will take on Carla Suarez Navarro in the final of the Estoril Open on Saturday.
The in-form Kanepi saw off top seed Roberta Vinci 6-2 7-5 on Friday.
Meanwhile, Suarez Navarro got the better of qualifier Karin Knapp.
The Italian qualifier's stunning run this week was halted with a 6-4 6-0 drubbing by her Spanish opponent.
In the semi-finals of the doubles, Briton Heather Watson was beaten.
Playing alongside Russia's Panova, Watson went down 6-3 6-3 to Chuang Chia-jung and Shuai Zhang.
