Great Britain will not be seeded for Wednesday's 2013 Davis Cup draw.
Following defeat to Belgium earlier in the season, Leon Smith's side will again be in the second tier of the team competition - Europe-Africa Group I - next year but they won't be aided with a seeding.
Russia, Sweden, South Africa and the Netherlands are the four seeded nations in what is an 11-team section.
Romania, Slovenia, Slovak Republic, Ukraine, Poland and either Finland or Denmark (the latter two have still to play-off for the remaining place) are other possible first opponents for GB, who will not necessarily face a seed in their opening match.
Meanwhile, Roger Federer's Switzerland will be the team the eight seeds are keen to avoid in the elite World Group.
Kazakhstan are seeded but the Swiss, who beat the Netherlands at the weekend to keep their place in the top tier, will be in the unseeded pot.
The draw will take place in London at 1100 BST on Wednesday.
